The Government of India established NSIC as a Mini Ratna PSU in 1955. NSIC collaborates with a variety of Indian SMEs. NSIC encourages and supports the growth of SMEs across the country. Setup training and incubation are provided by the company, which is overseen by specialists and professionals. NSIC provides a comprehensive support service in a variety of disciplines, including technology, finance, and marketing. Micro & Small Enterprises (MSEs) are also registered with NSIC under the Single Point Registration Scheme (SPRS) in order to participate in government procurement.
The business enterprises fulfill the following conditions to become eligible for NSIC registration:
NSIC registration enables the allotment of tenders totally free of cost to eligible MSMEs
MSMEs having NSIC registration need not pay Earnest Money Deposit (EMD).
NSIC has reserved around 358 items for purchase, particularly only from (Small Scale Industries) SSIs for the upliftment of this sector.
All MSMEs bidding for government tenders within the price cap are allowed to supply up to 20% of the demand on the reduced price.
From the total annual requirement of 20% supplies from MSMEs, 4% is reserved for the units owned by SC/STs category.
NSIC executes various interconnected aid services concerning marketing, technology, finance and other such support to MSMEs.
PSUs, departments and central ministries assure a minimum of 25% of the total annual purchases of products and services produced by MSEs.
NSIC in India encourage entrepreneurship development, capacity building, policy and institutional framework and business development services to MSEs.
The government is the largest purchaser of a wide range of commodities. The Government Stores Purchase Program was established in 1955-56 in response to a rise in the share of purchases made by small businesses. MSEs, or Micro & Small Enterprises, are registered with NSIC under the Single Point Registration Scheme (SPRS) in order to participate in government procurement.
This scheme aims to establish impartial and unbiased third-party assessments of MSE capabilities and creditworthiness. This increases the availability of borrowing at low interest rates while simultaneously increasing productivity. The Ministry of SSI reimburses a percentage of Rating Agency charges based on MSE turnover under this scheme.
This scheme will cover the discounting of bills arising from genuine trade transactions, such as supplies made by MSMEs to reputable Public Limited Companies/State and Central Govt. Departments/Undertakings/Private Limited Companies (not traders) engaged in manufacturing/service activities.
NSIC has engaged into a Memorandum of Understanding with a number of nationalised and private sector banks to satisfy the credit needs of MSME units. NSIC assists MSME in obtaining credit support (fund based or non-fund based limits) from these banks through these institutions. NSIC also aids MSMEs in completing the paperwork required to make bids to banks. NSIC provides this type of assistance to MSMEs at no cost to them.
The Raw Material Assistance Scheme intends to assist MSMEs by providing funding for the acquisition of both indigenous and imported raw materials. MSMEs will be able to concentrate more on producing high-quality goods as a result of this.
Marketing is critical for the growth and survival of micro, small, and medium businesses. Large businesses can afford to recruit people and sell their products and services because they have the financial means to do so. Because the MSME sector lacks these resources, it requires institutional help to provide these marketing inputs. Under the Marketing Assistance Scheme, the Ministry of Micro, Small & Medium Enterprises, in collaboration with NSIC, has been providing marketing assistance to Micro & Small Enterprises (MSEs).
The registration fee is according to the annual turnover and latest audited balance sheet of the MSME enterprises. However, the basic details of registration fees for the MSEs are as below:

Under the Single Point Registration Scheme, NSIC registration must be valid for two years. It must be renewed every two years after being verified by the registered MSEs’ CTC (Commercial and Technical Competence). The Provisional NSIC Registration, on the other hand, must be valid for one year from the date of the NSIC application, that is, following payment of the NSIC registration fee and receipt of the requisite documentation.

NSIC does not register the traders in SPRS.
To uplift the SSI sector, NSIC has reserved 358 items for supply specifically for the SSIs.
The applicant shall meet the below-mentioned requirements for being eligible:
1. Single point registration scheme
2. Credit rating scheme
3. Tender marketing scheme
4. Assistance for raw material
5. National center for SC/ST.
6. Providing services relating to Marketing Intelligence.
Provisional Certificate is issued to those MSEs who have started the production but do not possess the audited Balance sheet for the last 1 year.

The permissible limit for investment in plant and machinery is up to Rs. 25 lakhs.
